 A: INVITATION FOR APPLICATIONS FOR VACANT POSITIONS AT OTHAYA MUKURWEINI WATER & SANITATION COMPANY LIMITED

Othaya- Mukurwe-ini Water Services Company is a Water Services Provider formed as per the requirements of Water Act 2016 and owned by the County Government of Nyeri.
To strengthen our team of staff, we invite applications from competent, proactive and self-driven individuals to fill the following positions within the company.
 
1. TECHNICAL SERVICES MANAGER (one post)
Designation:         Technical Services Manager
Department:         Technical Services
Reports to:            Managing Director
Responsible for:     Water production and sewerage officer, Operations and maintenance officer
                            Geographical information systems officer, Metering Officer, Non-
                            Revenue Water officer and Technical Officer.
 
OVERALL RESPONSIBILITY
To provide leadership within the Technical Services functions of the company including operations and maintenance and projects development to ensure the company's core business is run professionally and sustainably to attain the highest standards of operational efficiency and adhere to the best practices and engineering standards.
OBJECTIVES
  1. Timely availability and reliability of adequate and quality water services
  2. Achievement of the set departmental targets
  3. Effective sewerage service provision
  4. Effective costs control
  5. Quality service to customers
DUTIES AND RESPONSIBILITIES
  1. To develop departmental strategies, policies, plans and activities and ensure that they are aligned to the Corporate Objectives, Vision and Mission. Carry out implementation of the same.
  2. To continuously evaluate market demand for water and sewerage services and develop production, distribution and sanitation plans and strategies to meet the demand.
  3. Planning for and maintenance of all company compounds
  4. To direct, co-ordinate, control and manage the water and sanitation infrastructure to ensure that water and sanitation services are provided to the required standards and as per the regulator’s license requirements.
  5. Responsible for Development of departmental work plans and budgets.
  6. Responsible for ensuring all technical operations and projects are carried out in accordance with approved budgets and ensuring that Projects and operations are financially sustainable in the long run
  7. Project planning, design and implementation of the same either by use of external consultants/contractors or in-house resources.
  8. Management of Non-Revenue Water - Responsible for developing a sound framework for managing all water produced and fed into the distribution system to minimize wastage and losses and ensure that all the water produced and fed into the distribution system is accounted for through implementation and periodic review of NRW reduction plan.
  9. Responsible for ensuring that all materials, Machines and their parts, chemicals etc. used in operations and in projects meets set or required safety and quality standards.
  10. Responsible for ensuring sustainable conservation of water catchment areas.
  11. Responsible for ensuring a team of well-disciplined and well performing Departmental staff.
  12. Lead, mentor and appraise departmental staff from time to time.
  13. Any other duty as may be assigned from time to time.
 
JOB QUALIFICATION SPECIFICATIONS
  • Bachelor’s Degree in Civil Engineering, Water Engineering or any Water related Engineering degree from a recognized institution of higher learning in Kenya
  • Graduate Engineer registered by the Engineers Board of Kenya (EBK) and member of the Institution of Engineers of Kenya (IEK) and be of good standing. Registration as a Professional Engineer by EBK will be an added advantage.
  • A minimum of 5 years working experience in the water sector since graduation, 3years of which MUST be at a supervisory level.
  • Demonstrate fluency in the use of design and drafting software -AutoCAD (civil 3D).
  • Demonstrate experience in the use of engineering hydraulic modelling software –e.g. EPANET
  • Demonstrate good leadership and strong management skills with the ability to work under minimal supervision.
TERMS OF SERVICE:
3-year Contract which may be renewed subject to satisfactory performance evidenced by continuous achievement of agreed annual performance targets.
